General and anticipatory: places, services, and information usable by everyone without anyone having to request an exception. Broader than buildings — information, websites, transport, communications. A ramp is one element, not accessibility; the measure is the whole journey.

A device without assessment, fitting, training, and maintenance is stock, not a service. The cycle: assessment, selection, fitting, training, follow-up, maintenance. Devices distributed is a misleading indicator without actual use at six months.

A strategy shifting the centre of work from the institution to the community, evolved from delivering rehabilitation services to building inclusive communities. "Community-based" does not mean voluntary or unqualified — the community is the site and partner of the work, not a substitute for professional competence.

The Washington Group questions measure functional difficulty rather than asking directly, because the direct question badly undercounts owing to stigma. Administrative data measures who reached the service, not prevalence.

Effect is the test, not intent. Three forms: direct, indirect, and denial of reasonable accommodation — the last being discrimination in its own right and the most commonly overlooked.

Works with the family, not the child alone. A caution on framing: presenting it as "preventing disability" treats a disabled person's existence as a negative outcome. The accurate framing is enabling the child and family early and reducing barriers to development and participation.

Has rules, not merely shorter text, and is tested with people with intellectual disabilities before publication. Untested Easy Read is assumed, not achieved. A parallel version, not a replacement for the full text.

No empowerment without control over the money, which ties directly to legal capacity. The right measure is income continuity at twelve months, not projects funded.
