Reasonable Accommodation

An individual adjustment for a specific person in a specific situation. "Reasonable" does not mean "if convenient" — it means not imposing a disproportionate burden, and the burden of proof lies with whoever refuses. Its denial is discrimination under the Convention.

Disability arises from the interaction between a health condition and barriers in environment, attitudes, and law. Not a philosophical distinction — it determines where the budget goes. It does not deny the health condition; it refuses to let it be the only explanation and the only response.

A practical barrier with material effects; self-stigma is its most damaging form. Awareness alone does not shift attitudes — contact does. Segregation produces stigma; inclusion is the strongest programme against it.

Open labour market, market wage, support to worker and employer, tapering over time. Sheltered workshops are not supported employment. Filling a quota with people given no real tasks is formal compliance with a number, not employment.

Designing from the outset for the widest range of people, without later adaptation. The logic is economic before it is legal: retrofitting costs multiples of designing correctly. Not a substitute for reasonable accommodation.

Violence and Abuse against Persons with Disabilities

Risk factors are structural: dependence on the caregiver, isolation, communication barriers, low weight given to a disabled person's testimony. Over-protection is not protection — restricting movement increases isolation, itself a primary risk factor.
